摘要
运用模糊数学理论，构造模糊综合评判模型进行投标决策．并通过进一步分析，提出了适用于决策因素很多时的多层次模糊综合评判模型．采用该模型得到的决策结果体现出决策的科学化民主化，降低了决策层仅仅基于少数投标因素做出投标决策后 业带来的风险．
This paper achieves decision-making of bidding by using the theory of fuzzy mathematics to establish a fuzzy comprehensive evaluation model. Through further analysis, the paper puts forward a multi-layer fuzzy comprehensive evaluation model which is appropriate for the instance of many factors. It could decrease risk factors according to this method in bidding.
