摘要
制度环境形塑着城市基层社会组织的发展。有效制度供给不足、价值取向偏差是制约当前我国基层城市社会组织发展的主要政府因素。优化城市基层社会组织的制度环境,应端正官员态度,明确政府责任;改革社会组织管理制度,完善相关法律法规,加大培育扶持力度。
Institutional environment shap the development of the urban grass-roots community organizations.Supply shortage of Effective system, and value orientation bias is the major factor come from government of restricting the urban grassroots social organization . Optimize the institutional environment of urban grassroots social organizations, Officials should correct attitude, and clear government responsibility; the management system of social organization should be reformed, improving relevant laws and regulations, and strengthening efforts to foster and support.
