摘要
阐述了上海市实施主要污染物排放许可证制度的发展历程。从污染源全面管理的角度，分析了排污许可证与污染源管理的关系。提出了排污许可证制度实施中存在的问题，并就进一步完善排污许可证制度的推行提出了建议。
The development history of implementing permit system for emission of major pollutants in Shanghai was presented. To the holistic management of pollution sources, a relationship between the pollutant discharge permit and pollution source management was analysed. Practical issues occurring in conducting the pollutant emission permit system have been put forward and suggestions to further improve its implementation have been given as well.
