摘要
公民道德是历史发展到一定阶段的产物 ,其形成必须有两个前提 :一是公民能够独立行使法律所赋予的自由权利 ,二是公民道德行为的复杂化及相应的反思。新中国成立前我国不存在公民道德 ,新中国成立后的计划经济时期只存在公民道德的萌芽 ,我国公民道德首先是随着市场经济的建立而逐渐形成的。
Public moral is a stage production of history development,and it is shaped with two preconditions:the right of freedom exercised by individual citizen;the complication and self examination of individual moral behaviour.Therefore the author concludes that there was no public moral before the new China,there was only bud of public moral in the time of planned economy,and the real public moral has been shaped gradually with the establishment of market economy.
