摘要
本文总结了三江平原地区内各种灾害性天气发生规律的研究成果,进而对各种灾害性天气发生的气候和天气学分析及部分灾害性天气的预报方法进行了探讨,并提出对三江平原地区灾害性天气的防御对策,认为:除了把目前少量有限的投资按科学的规划用于急需的重点水利工程项目外,防御灾害性天气应把农业、生物措施与工程措施相结合,并以农业与生物措施为主,从系统工程的观点进行综合治理和合理开发。
This artical has summarized the researching results of the occurring rules of various calamity weathers in Sanjiang Plain Area. It also has made a summary of the occurring synoptic analysis of vsrious calamity weathers and weather forecasting methods of some calamity weathers. It points out the defence cotmtermeasures to calamity weather in Sanjiang Plain Area. In addition to use scientifically the limited budget on some important and urgent irrigation and water projects, agricultural and biological measures together with engineering measure should b3 taken, and priority should be put on the agricultural and biological measures. It is advisable to make use of the systematic engineering idea in proceeding comprehensive administration and rational development.
