摘要
制度外资金是我国财政运行过程中产生的畸形儿，它破坏了正常的财政分配关系， 削弱国家财政的调控能力；它引发诸多政府不规范行为，损害政府形象；它影响技 术进步，阻碍生产力的发展；它加重企业及群众负担，危及政治稳定。
The fund beyond the regulation is the abnormal thing produced in the financial movement of our country. It destories the normal financial distributing relation, weakens the regulating and controlling ability of the state finance, leads to many abnormal actions of the government and damages the government's images, impairs the advance of the techonology, prevents the productivity from developing, increases the burden of the interprises and the masses and endangers the stability of politics.
