摘要
通过GTA数据库对美国历年贸易政策的特点进行多层次梳理,并结合目前301调查公布的关税清单探究美国对华贸易政策转变。研究结果发现:首先,在美国的主要贸易伙伴国中,中国受到的贸易措施数量最多,且近年来美国更加频繁的采用关税措施并将其作为主要手段;其次,贸易措施的级别以红色预警措施为主,针对的产品阶段及行业集中于中间品与中低技术产品;第三,301调查公布的关税清单瞄准了中国的高端技术行业,不仅覆盖全面而且具有极强的针对性,可视为美国贸易政策转变的风向标。
With the improvement of China’s international status and the transformation and upgrading of its export structure,the US trade policy toward China is also constantly changing. In the context of the US 301 investigation of China,on the one hand,through the GTA database,the characteristics of the US trade policy over the years have been sorted out from multiple levels. On the other hand,the transformation of US trade policy towards China has been explored in conjunction with the tariff list published in the 301 investigation. The study found that,first of all,among the major trading partners of the United States,China has received the largest number of trade measures,and in recent years the United States has adopted tariff measures more frequently as the main means. Secondly,the level of trade measures is mainly based on red warning measures,and the product stages and industries targeted are concentrated in intermediate products and low-tech and medium-tech products. Finally,the list of tariffs published by the 301 investigation is analyzed. It is aimed at China’s high-end technology industry,which is not only comprehensive but also highly targeted,or can be regarded as the vane of the US trade policy change.
