摘要
当前,中央层面的机构改革已基本完成,省级层面也进入了实际操作阶段,而市县级层面因面临着更大的机构数量刚性约束和完成时间的硬性要求,改革难度由此加大。这也说明市县级机构改革不能简单地效仿上级,必须克服其中存在的技术障碍。其突破路径在于,明确"职能相近"的标准,合理选择统筹方式,确定"因地制宜"的标准。
The reform of local institutions at the city and county level is of great significance to the success of the current round of institutional reform.At present,the reform at the central level has been completed,and the provincial level has entered the practical stage.But for the city and county level,the rigid constraints of the number of institutions and the hard demand for the completion time of the reform are faced,and the difficulty of the reform is promoted.This determines that the reform of local institutions cannot simply imitate the central government,and the technical obstacles that exist should be overcome,including that which institutions of the party and government are function similarly;the institutions of which level should be combined to set up,and which should be combined office,what kind of local conditions will affect the establishment of Party and government institutions and so on.The ways to break through these difficulties are to clarify the "function similar" standard of the party and government institutions,to choose the way of coordination rationally,and to set standards for "local conditions".
