摘要
当前我国正处于住房租赁市场改革的关键时期,亟需借鉴他国的有益经验。俄罗斯在住房租赁市场改革方面有着多年的经验,也与我国同样有着租房主体多样化、需求激增、租金波动大、供给主体缓慢扩大的相似特点,综合考察俄罗斯政府搭建的包括区域改革方案、扩大供给来源、住房融资、住房补贴、抵押贷款、最低租金在内的改革框架,思考其改革中存在的制度不完善、监管力度不足、信息混乱等问题,或许可以为中国的改革提供经验借鉴。基于此,本文深入分析了俄罗斯住房租赁改革的特点、制度框架与不足,并给出了对我国有较强借鉴作用的经验总结。
"Rental and sale simultaneously" is the reform direction of housing market in the future in China, how to learn from foreign experience to develop Chinese housing rental market is an important subject that needs to be solved currently. The characteristics of Russian housing rental market are introduced firstly, then related reform measures of the housing rental market is analyzed furtherly in Russia.Thirdly, the shortcomings of the Russian housing rental market in the transitional period are summed up. At last, the experience and enlightenment on how to build a good order of housing rental market is provided for Chinese government.
