摘要
国家海洋公园因其独特的生态保护功能成为海洋生态文明建设的有效载体,但因国家政策、发展定位、地区经济发展水平等的不同,不同国家海洋公园建设进展不同。在对海州湾和洞头国家海洋公园调研基础上,通过PEST分析从政治、经济、社会和科技4个维度对两者进行比较,分析其政策实施的有利点和不利点,以及还存在的政策缺位,进而寻找出促进国家海洋公园发展的政策需求,最后通过研究给出政策建议。
National Marine Park has become an effective carrier of marine ecological civilization construction due to its unique ecological protection function.However,due to the differences in national policies,development orientation,and regional economic development level among various countries,the development of National Marine Parks is different.Based on the investigation of Haizhou Bay and Dongtou National Marine Parks, comparison of the two Parks from political,economic,social and technological perspectives through PEST analysis,the paper analyzes the advantages and disadvantages of its policy implementation,and the policy vacancy,then finding out the policy needs for promoting the development of National Marine Parks,and finally gives policy recommendations through research.
