基于儿童友好城市理论的公共空间规划策略--以长沙与岳阳的民意调查与案例研究为例 被引量:72

摘要 在解读儿童友好城市理论内涵、国内外研究动态的基础上,明确儿童友好城市在空间层面应关注街道安全、游戏场建设等方面;通过岳阳的实证调研指出街道安全及儿童游戏空间(尤其是普惠型公共室内游戏空间)建设是当前我国创建儿童友好城市应关注的重点;分析现有长沙儿童友好相关的实践案例,总结出"政府+社会组织+高校"联合、"商业企业+社会组织"联合两种创建普惠型公共空间的实践方式。建议以社区空间为公共领域的重点,实行"儿童参与+设计导则"两步走的策略,因地制宜地探索"政府引导+社会力量协同+社区居民自组织"的多元共建模式,构建"政策、服务、空间"三位一体地服务儿童及其家庭的社区公共空间体系。 Based on an in-depth analysis of the connotation of Child-Friendly City (CFC)and latest international and domestic researches,this paper points out that in order to establish CFC,more attention should be paid to street safety,playground construction,and other aspects at the space level. The empirical research in Yueyang shows that street safety and construction of children's playing space (especially inclusive indoor game space for children) are the key points for construction of CFC in China. Two practical models for construction of inclusive public space a -"government +social organization +college"or "commercial enterprises +social organization"cooperation are proposed in the paper after studying the cases of CFC construction in Changsha.The paper suggests that the establishment of CFC should focus on community public space,apply the two-step strategy of "children's participation +design guideline",and explore the joint construction model with multiple stakeholders composed of "government guidance +social organization collaboration +community residents self-organization"based on local conditions in order to set up a community public space system providing services for children and their family from the perspectives of"policy,service,and space".
