资源配置是县级政府财政的主要职能 ,政府采购是资源配置职能的具体实现形式 ,县级政府在推行这一制度过程中 ,在理论认识与实际运作上尚存问题 ,县级政府采购制度应如何规范 ,本文试图作一些探讨。
Resources distribution is a main function of the county-level government finance,and government purchase is a concrete way of realizing the resources distribution function.In the course of implementing this system by a county-level government,therere still some problems in applying the theory to practice.This article attempts to discuss how to standardize the purchasing system of a county-level government.
