摘要
我国能源资源丰富,但目前由于需求量大于供应量,能源形势严峻。为了适应我国能源资源分布的特点,缓解运输压力,改善电力系统运行状况,改善生态环境,综合利用水资源,发展地区经济,在水力资源丰富地区应该大力发展水电。 我国有大力发展水电的有利条件,但由于水电管理体制不够统一协调,资金渠道不顺,水电建设中遇到不少困难。建议国家把大力发展水电改善能源结构作为一项基本国策,改革和完善水电开发管理体制,解决水电资金来源问题,加强水电队伍自身建设,使我国水电得到迅速发展。
China is rich in energy resources. At present, however, the energy situation is very severe, as the energy demand is much higher than the supply.
In order to improve this situation, China should devote the major effort to develop the hydropower, especially in the regions where hydrop-ower resources abound.
Now, there are many difficulties in expanding hydropower owing to the existing unreasonable hydroelectric administration and investment system. It is suggested that the energy structure be improved and the hydropower development be given a top priority.
