摘要
人口资源丰富、人力资源素质偏低、教育规模庞大、教育经费短缺是我国的基本国情。因此 ,研究中国教育问题 ,特别是制定教育发展战略、教育体制改革以及教育管理都必须从这一基本国情出发 :义务教育必须体现“义务”的含义 ;非义务教育要走大众化道路 ;推行素质教育 ,实现由“精英”教育到“大众教育”的转变 ;大力发展高等教育 ,实施人才战略 ;完善国家创新系统 ,努力探索创新教育 ;
Rich but low quality of human resources, large scale but lack of investment in education is the fundamental situation of China. Therefore studying the educational problems in China, especially making the strategy of educational development, reconstructing the educational system as well as management of education have to start from this fundamental situation of China, and also compulsory education must be conformed to the real meaning of 'compulsory'. Noncompulsory education should go on with the ordinary people. Promoting the basic quality education and transferring the 'talent education' to 'masses education' have to be carried out. Great efforts should be made to develop the higher education and to implement the talent strategy. We also have to enhance the state creative system, probe the creative education, adjust educational structure rationally.
