摘要
利用典型案例分析法 ,对河南省国有企业土地资产管理的现状进行了实事求是的论述 ,同时对土地资产管理部门的资产意识、参与意识淡薄 ,土地管理部门参与土地资产管理的职能欠缺 ,土地资产流失严重 ,地价评估管理不规范等主要问题进行了深刻剖析 ,提出了解决相应问题的 7条对策与建议 ,指明了土地实行资产管理对国有企业改革及国家利益的重要意义。
This paper, based on the reality of Henan province, by using the method of typical case analysis, expounded the current situation of the management of land assets of state-owned enterprises of Henan province. Meanwhile, it pointed out the serious problems that exists in the land assets management, these included: the thinner land assets and participation consciousness of land management department, deficiency of the functions of land management department in the management of land assets, serious loss of land assets, the evaluation of land assets price is not conform to the standard and so on. After deeply analysis on these problems, the authors put forward seven appropriate measures and rational suggestions and showed clearly the very important significance that the management of land assets has on the reform of state-owned enterprises and on the state interest.
