摘要
中国司法制度所面临的若干问题常常与制度建构方面的缺陷有关。这些问题的存在严重影响了公正执法 ,损害了司法机关的形象 ,妨碍了司法工作的健康发展 ,因此 ,亟待改革。但司法体制改革是一个系统工程 ,必须多层次、分步骤地进行。应当把树立司法的权威性和维护司法的统一性作为司法体制改革的首要目标 ;把清除执法中的地方保护主义作为推进司法体制改革的重要内容 ;把培养高素质的执法司法队伍作为维护司法公正的关键。
Many a problem facing China judicial system are, more often than not, related to the flaws in legislative system. These problems cry for rectification as they are considerably affecting judicial justice, undermining the image of the judicial organizations and thus impeding the healthy development of the judicial work. As a systematic project, judicial system reform has to be carried out on a multilevel and step by step basis, with as its primary goal the establishment of judicial authority and unity, as part of its important content the eradication of local protectionism in law implementation and as its crux the cultivation of a highly qualified judicial team to safeguard judicial justice.
