摘要
林业分类经营的本质和关键问题是林业生产力重新布局问题和林业管理体制与政策问题。目前林业分类经营的制约因素 :一是林业投入不足 ;二是林地面积有限 ;三是富余劳动力多 ;四是森林资源管理体制滞后。相应的发展对策 :一是选择适宜的融资方式 ;二是提高林地生产力 ;三是转移剩余劳动力 ;
The essential and crucial issue of the classified forestry operation is the one of redistribution of forestry productive forces and of forestry management system and forestry policy. This paper analyzes the restrictive factors in the classified forestry operation: first, the investment in forestry is not enough made; second, the area of forest land is limited; third, there are too many surplus labor forces; fourth, the management system of forest resources falls behind. Also it raises the corresponding countermeasures: first, to choose a rational way of circulation of money; second, to improve the productivity of forest lands; third, to shift surplus labor forces; fourth, to establish a new type of forestry management system.
