摘要
本文以马克思劳动价值论为指导 ,借鉴公共经济理论 ,分析并论证了小城镇基础设施具有商品经济的性质 ,是一种特殊的商品 ,同时又具有公共产品的特性。提出了在小城镇基础设施建设中 ,既要重视发挥市场机制的作用 ,遵循价值规律 ,积极引导多元投资主体参与基础设施建设 ,又要充分发挥政府的宏观调控和主导作用 ,加大对基础设施建设的投入。同时 。
In the article, on the basis of the theory of Marxisms Labor Value and the theory of Public Economy, the author analyzed and demonstrated the property of towns infrastructure facilities, which have the character of commodity economy (it is a kind of special commodity) as well as public product. Then, the author put forward her point on the development of towns infrastructure facilities, in which not only market mechanism must be given full play, the law of value adhered to, the main body of multiple investment guided actively to take part in the development of infrastructure facilities, but also the role of governments macro regulation and leading position be brought into full play, the investment in infrastructure facilities development increased. Meanwhile, the author elaborated on how to establish and optimize the multiple investment mechanism of towns infrastructure facilities development.
