摘要
土地资源是不可再生的 稀缺资源，在市场经济条件下它是一种特殊的“商品”， 不论是国家所有还是集体所有都不能被任意、无偿地占有、使用。在西部大开发中，必须始 终贯彻“十分珍惜，合理利用土地和切实保护耕地”的基本国策，坚持依法管理，合理配置 。
Land resources are resources which are in short supply and cannot be reclaimed,so in the market-oriented economy they come to be a kind of special “commodity”which can't be arbitrarily or gratuitously occupied and used,wheth er they belong to the state or to the collective.Therefore,it is imperative to consistently implement the basic policy of our nation,the plicy of“extremely tr easuring and rationally using land,and consietiously protecting the cultivated l and”,and to hold fast to management by law and to rational deployment.
