摘要
中央与地方关系的确切涵义是中央权力机构与地方权力机构之间的关系 ,其实质是一个社会法定的社会公共利益的分配关系。在中央权力机构与地方权力机构的各种纵向平行的关系中 ,中央与地方政府之间的关系是整个纵向权力结构网络中的中轴。所以 ,对中国中央与地方关系进行理论研究的重点 ,应该放在研究国务院与地方政府特别是省级政府之间的关系上。要协调好中央政府与省级政府之间的关系 ,作者关注省级政府的法律地位和经济地位 ,以及由此决定的中央政府集权和地方政府分权的度。此外 ,构建面向 2 1世纪新型中央与地方政府关系的战略时还应注意 :继续稳步推进国家与社会分权 ;
