摘要
信息技术的进步和信息化时代的到来 ,正在改变政府与社会的传统关系模式。治理 ,作为市场失灵与政府失效状态下 ,重新配置社会资源的新方式 ,已经成为政府改革的目标模式之一。信息化时代的治理模式 ,促成了政府职能的演变。同时 ,在信息技术发展的刺激下 ,出现了电子政府的概念 。
With the arrival of an information era and the emergence of its social characteristics, conventional relationships between government and society are being changed. Where both market and government fail to function properly, administration, as a new method of redistributing social resources, becomes an important goal of government reform. The administration model of the information era will speed up the evolution of government functions and meanwhile the development of information technology will bring forth the notion of electronic government so that administration needs in the new era are adequately met.
