摘要
如何处理公共政策制定中政治权力与科学分析的相互关系 ,建立起政治权力与科学分析的合理关系模式 ,是公共政策体制需要解决的一个重要问题。考察人类社会的发展可以发现 ,在公共政策的制定中 ,政治权力与科学分析的作用是不能相互取代的 ,二者之间是一种对立统一关系 ,但是 ,从世界的复杂性和人类的长远利益考虑 ,科学分析和人类理性应成为公共政策制定的主导。公共政策制定应加强科学分析 ,使政治权力的运用以科学分析为基础 。
How to handle the interrelationship between political power and scientific analysis in public policy making and set up a reasonable relation model for political power and scientific analysis is a major problem to be solved by public policy system. Study on the development of human society reveals that in public policy making, political power and scientific analysis can not replace each other in terms of their function. The two are of a unity of opposites. However, taken into consideration the complexity of the world and the long term interests of human race, scientific analysis and human rationality should become the dominant factor of public policy making. More scientific analysis should be introduced in public policy making so that the exercise of political power can be based on scientific analysis, and scientific analysis or human rationality can truly become the basis for the exercise of political power.
