摘要
唐山市作为一个传统的重工业城市 ,多年来一直以资源型工业为主体 ,工业发展和环境保护的矛盾十分突出。本文以此为例 ,探讨了依赖于资源优势的工业发展过程应如何协调其发展与环境保护的关系 ,认为产业结构的调整是一个长期的动态过程 ,应作为一个持久努力的目标。目前应尽快通过技术转型和制度转型减少目前工业活动对环境造成的影响 ,促使工业发展向生态工业转变。
Industry gives a chief impetus to the economic development and social progress. But it takes the resources exploitation as its precondition and then becomes the biggest pollution producer through emission of wastes. Apparently inconsistencies between industry and environment exist and will become so serious that it will cumber the sustainable development of industry and destroy the quality of living environment. Based on the case study of Tangshan , a traditional old heavy industrial city, this article discusses the necessity of harmonizing the relationship between industrial development and environmental production, gives some suggestions to improve industrial activities for the aim of lessening its effects on environment. Without doubt, industrial structure adjustment is the basic approach. Actualizing transformations both of technology and institution to lessen industrial impacts on environment as soon as possible is the most effective way at present. Improvement of equipment and techniques as well as closed cycle of production to extend the product chain are the main approaches to saving energy and decreasing pollution, which cooperation among government, enterprises and consumers, and the establishment of modern management system are helpful to form the effective environmental management system.
