摘要
推进民族地区小城镇建设 ,对于处在西部大开发最前缘的全国最年轻的恩施自治州来说 ,是亟待解决的重大实践问题。在温饱已经基本解决的山区农村 ,大力开展以小城镇建设为中心的农村“二次创业” ,把发展民营经济与农业产业化龙头企业的主战场摆在小城镇上 ,是民族经济得以迅速振兴、农村经济实现结构性转变的根本措施 ,是土苗儿女生产生活方式得到改善的根本途径 ,也是保持农村稳定和山区经济繁荣的长远大计。
s:As far as Enshi, a mountaineous region lacated in the forefront of the West Development, also a youngest autonomous prefecture in China,is concerned, to accelerate the construction and development of its small cities and towns is not only an important theoretical problem but also an essential practical problem to be solved. Now that the people there have alrealy had enough food and clothing, trying to 'undertake the pioneering work for the second time' and set up and run private enterprises and leading agricultural industrialized enterprises in these cities and towns is the key to the vigorous nationality economic growth and the improvement structure of rural economy and the living standard of Tujia and Miao people. Moreover, it is a permanent solution to maintain the stability and prosperity of mountaineous areas.
