摘要
以牺牲环境为代价的先污染后治理的发展过程,不但阻碍了城镇经济的持续发展,而且付出的代价也是巨大的。因此,在小城镇建设中要采取有力措施,将环境保护纳入小城镇发展的始终。
In the price of sacrifying of the envoirment, the developing process of firstly to polute it and then to regulate it, not only stops the continuing development of the town economy, but makes great sacrifltion. Thus we should take stronger measures in the construction of the country towns and put the envoirment protection in the whole procession of their development.
