摘要
实物不具备完整意义的原始记录性 ,不能成为档案 ;在一个立档单位党政两方面的工作总是围绕一个中心 ,始终是互相配合的 ,全宗内档案不应该也不可能按党政分开 ;文件的正本与定稿一同保存是特定条件下的产物 。
Objects don't possess primary recording nature with complete sense, so they can't be files; in a filed unit, both the Party and the administration always work around one center, and always cooperate with each other, and therefore comprehensive files shouldn't and can't be separated from each other; keeping the original document together with its approved draft is a product under specified conditions, and now has lost its theoretical and practical ground for further existence.
