摘要
作者认为,自然保护的实质是合理利用和保护自然资源;保护良好的生态环境是持续、稳定、协调发展战略的基础。通过统一管理,分工负责,强化监督检查,建立、健全自然保护工作的新体制。作者建议:真正把自然保护纳入国民经济和社会发展计划中去。
The authors think that the crux of the natural conservation is rational utilization of natural resources, and that preservation of sound ceo-environment is the fundamental basis for sustainable, stable and coordinativc development of economics and environments. New systems for nature conservation can be established and perfected on the basis of uniGcd management, dividing the work with individual responsibility, and strcngtcning supervision and inspcctioa The authors suggest that nature conservation should be incorporated into the programmes of national economy and social development
