摘要
在市场经济的浪潮中 ,对于旧城的改造和保护 ,政府管理者比学者担负着更重要的责任。先进的思想和理论框架的构建 ,只是扫清了实践道路上的障碍 ,决胜的关键在于政府管理手段和思维方式转型。从城市发展战略的确立 ,有关旧城改造的法律、法规的制定 ,旧城改造过程的组织工作 ,旧街区居住人口的控制 ,以及“旧”建筑使用的管理五个方面 。
As regards reconstructing and protecting the old-city, in the tidal wave of the market economy, officers' responsibility is more significant than scholars'. The construction of the advanced ideas and theories only sweeps off the obstacle in the practice. The sticking point is the transformation of the management and ideation. The article discusses the five aspects of government's function in the reconstruction of the old-city, such as the stratagem of the city planning, the law about reconstruction, the task of organizing, restraining the population in the old residential districts and the control over the utilization of the old architectures.
