摘要
中国发展新经济主要面临七个方面的挑战。新经济本质上是业务流、信息流、体制结构的重整和激励机制的变化，它要求产生新的、扁平的、互动式的结构，与传统体制要求封闭、独占和纵向一体化发生了冲突。把发展新经济与改革目标结合起来，与结构调整结合起来，关键是准确界定政府的公共职能，创造比较好的外部环境。
Integrating NE Development with Reform Goals. In developing the new economy, China is confronted with seven major challenges in essence. the new economy is a result of the changes of business flow. information flow, institutional restructuring and incentive systems. which requires a new, flat and Interactive structure while the traditional structure stresses isolation, exclusiveness and horizontal integration. To integrate NE development with reform goals. and with the structural readjustment, it is crucial to define the public functions of government accurately, so as to create a better external environment for the economy.
