摘要
本文从通信服务、服务对象的广泛性及质量特性与资费等方面 ,系统研究了邮政普遍服务的内涵 ,指出了中国邮政普遍服务的具体质量特性指标 ;在此基础上 ,提出了界定邮政普遍服务的基本原则 ,指出我国邮政普遍服务业务的范围是信件及具有信件性质的物品和一定重量范围的包裹的寄递业务 ;对普遍存在的邮政普遍服务认识上的误区 。
In this article,the intention of universal post al service is studied,its quality index put forward,and the basic principles for d etermining its scope given.The author thinks the universal postal service should include parcels,letters and related items.Some misunderstandings of universal p ostal service are also analyzed.
