关于加快金沙江水能资源开发的建议 被引量:6

摘要 金沙江是长江上源 ,占长江流域面积 2 6 % ,干流可开发水能资源 75 12万千瓦 ,集中蕴藏在中下游段。位于下游段的向家坝电站和溪洛渡电站 ,装机容量分别为 6 0 0万千瓦和 12 0 0万千瓦 ,建设条件优越 ,单位造价低 ,并有防洪、拦沙、灌溉、航运、水产综合效益 ,目前开发条件已趋成熟。建议国家列入近期开发计划 ,以改善我国的能源结构和扩大“西电东送” ,并从电力市场体制改革 ,购电协议和电价竞争上网方面提供保障。 Jinsha River is the upper reaches of Yangtz River and occupies 26 percent of the whole watershed area. Water energy resources can be exploited on Jinsha River mainstream are 75.12 million kilowatts and concentrated on the middle and lower reaches. Xiangjiaba and Xiluodu hydroelectric power stations are located on the lower reaches and their installed capacities are 6 and 12 million kilowatts respectively. As Jinsha River's superior constructing condition and its lower costs, comprehensive benefits from flood proof, sand block, irrigation, shipping and aquatic products can be obtained. The exploitation conditions are becoming ready, so their paper suggests that its exploitation should be listed in the national near future development plan to improve the national energy resources consumption structure and expand 'West electricity transmit to the East' program. Meanwhile, guarantees should be provided for the protool of electricity buying and network price competition through the innovation of electricity market system.
