摘要
中国青年政策执行过程中“理想化的政策”、“执行机构”、“目标群体”和“政策环境”四个方面存在着互动关系 ,而造成青年政策执行现状的本质原因是利益互动 ,要改善青年政策的系统环境 ,最根本的是要从利益的角度分析 ,在四个方面分别采取对策。
We can find a reciprocal relation between such four aspects, as 'idealized policy', 'conducting organization', 'target group' and 'environment of policy' in the process of enforcing youth policies. The deep cause for the current situation of conducting youth policy is just due to the reciprocal interests. If the systematic environment is likely to be improved, the most effective way is to take an approach of interests to the issue. Meanwhile, the countermeasures should be also taken respectively at the four aspects.
