摘要
公平性是义务教育政策必须考虑的重要问题。师资配置的均衡化是实现义务教育质量公平的重要途径之一，而目前这方面的工作才刚刚起步。政策分析的思路，全面阐述了实现义务教育师资配置均衡化的各科可能的政策，并对这些政策的可行性以及政策执行的机制进行了初步的分析。
Fairness is an importan issue compulsory education policy must consider. The balance of staff dis- position, which has just come into operation, is one of the important ways to realize the quality fairness of compulsory education. Based on the trend of analyzing strategies, the paper gives an overall account of all possible options and at the same time makes preliminary analysis of their feasibility and executive system.
