摘要
人民币汇率制度是有管理的浮动汇率制 ,但实际运作并未真正实现管理浮动。其原因在于银行结售汇制和外汇银行周转头寸限额管理的外汇制度 ,以美元为基准货币的汇率制度安排及实行稳定的汇率政策。我国以目前这种名义上管理浮动 ,事实上的固定汇率参与国际竞争不符合 WTO的要求 ,因此应深化外汇管理体制改革 ,完善外汇市场 ,改革汇率制定方法 ,建立适应 WTO要求的人民币汇率机制。
The RMB exchange rate system should be a controlled floating rate, but it is never one in its true sense. This is attributed to the adaptation of the settlement system of exchange, the limitation of circular fund of foreign exchange bank, the exchange rate system with US Dollar as the basis and the stable exchange rate policy. Therefore, the system we have now is not in line with the requirements of WTO, and can be rectified by deepening the foreign exchange system restructuring, improving the foreign exchange market, changing the formulating method of exchange rate,and establishing the RMB exchange rate mechanism which is suited to WTO.
