摘要
在治理我国水污染蔓延的过程中 ,传统的治理方法表现出很大的局限性。在市场经济条件下 ,运用制度经济学的原理 ,采用市场化的治理方案 ,即排污总容量一定的条件下 ,实行排污权交易的方法 ,才是根本上解决水污染问题的途径。
