Economists don't understand Coase and his theory because they cannot understand the internal links among Coase Theorem, Relativity Theorem and the Core Theorem of Coase. Yoram Barzel based his economic analysis of property rights on the Core Theorem of Coase and the ambiguity of property rights in the public domain. Whether or not the public ownership or private ownership is efficient depends on the difference in the transaction cost. Private ownership might be inefficient in the past.
