摘要
在分析农业水资源管理存在的主要问题基础上 ,着重探讨了高效节水农业水资源管理机制 :1面对市场 ,改革现行的行政管理体制 ,实施“事企”剥离 ;2拉动经济杠杆 ,建立节水灌溉经济激励机制 ;3建立用户参与管理决策的民主管理机制 ;4建立科学的水价体系 ,促进地表、地下、空中水联调 ;5制定《节水法》。
Based on analyzing the mostly problems about agricultural water management,this paper discussed the mechanism of water resource management on water saving agriculture:①transfer actual administration management mechanism to face the market,separate the corporations from the national department;②startup the economy lever and establish the stimulation mechanism of water saving irrigation;③establish democracy management mechanism of user-participation in decision-making management;④establish scientific water price system in order to accelerate water coordinating between ground,underground and atmosphere;⑤draw up water saving laws,accelerate the transition of the water saving agricultural development and water management mechanism.
