摘要
针对天水财政现状进行分析,找出天水财政建设和运行质量存在的问题,指出应从投资环境、税收征管、支出结构、预算管理、监督机制等方面进行改革、完善,以求达到优化资源配置,调节经济运行和收入分配。
This paper has analyzed the financial status in Tianshui and has found out the problems which the financial development and operation quality in Tianshui exist, indicating that the investment environment, the tax collection and administration, the expenditure structure, the budget management and the supervision mechanism in Tianshui should be reformed and improved so as to achieve the goal of optimizing resource allocation, monitoring the economic operation and income distribution and making the city powerful and the people rich.
