摘要
建立具有中国特色的社会保障制度 ,是我国社会经济发展的一项紧迫任务 ,需要各方面的共同努力。文章对社会保障制度建立过程中的国家责任进行了研讨 ,认为国家在建立社会保障制度过程中主要应承担制度设计。
Establishing social security system with Chinese characteristics is an urgent assignment in the process of developing our national economy,which demands joint effort from every aspect. This paper discusses the state's responsibility in the process of establishing social security system, and holds the view that state should mainly assume the responsibility of designing, funding and administering the system in the process of establishing social security system.
