摘要
介绍了电力工业放松管制后出现的新实体 ,详细分析了英国和美国加州的电力市场模式和最新发展 ,讨论了加州的电力危机 ,得到了一些启示。根据英国和加州电力市场的经验和教训 ,建议我国采用简化的市场结构 ;除独立省网外首先建立区域级电力市场进而建立国家级电力市场 ;市场交易种类多样化 ,避免过分依赖现货市场 ;成立 PX和与 NGC一体化的 ISO;研究基于 e- commerce的 ISO的可行性。此外 ,针对诸如能源短缺、环保、市场监管、系统规划与投资。
The new entities of power markets in deregulating of power i nd ustry was introduced. The models and evolution of British and California markets was analysed, and the energy crisis of California and the revelations to China were discussed in detail. Based on experiences of British and California markets , the auther suggests that simplified market structure and more transaction type s should be adopted; regional market and its organizations such as PX and NGC ba sed ISO should be established; exorbitant dependence on spot market must be avoi ded; the feasibility of e-commerce based ISO should be researched. Moreover, so me suggestions to problems such as energy shortage, environment protection, system planning and investment, demand-side management, and optimal distribution of re sources are presented.
