摘要
公立普通高校内设立民办二级学院这种新的办学模式近年来在我国许多地方悄然兴起 ,给高等教育的发展带来了新的生机。民办二级学院的产生有特定的历史背景 ,是我国对高等教育办学体制改革和发展民办高等教育在认识和实践上的逐步深化的必然结果。民办二级学院办学中带来的教育公益性与资本寻利性的矛盾 ,必须通过规范办学的投资体制和管理体制 。
During these years,more and more none governmental second lerel colleges are springing up in our country.It has given rise to a new development of higher education. The emergence of non governmental second level colleges in a particular historical phase is the outcome of deepening the reform of the system of the operation of higher learning institutions and the understanding of developing non governmental higher education. The contradiction between public welfare and profit making in the running of non governmental second level colleges must be solved by standardizing the system of investment and management and clarifying the property rights.
