摘要
尽管经济全球化为世界各国提供了新的发展机遇 ,但对发展中国家来说 ,毕竟是挑战大于机遇 ,如何应对这种挑战 ,改革原有体制的不适应 ,防范、规避和化解经济全球化的负面效应就越来越重要了。国家安全并不能只限于对外部世界的消极防范 ,而必须与国内的改革、发展和稳定联系起来 ,只有实行有序的对外开放 ,建立稳健的制度体系 。
The author observes that although economic globalization provides new opportunities of development, there are more challenges than opportunities for the third world countries. Therefore, it is increasingly important for them to find ways to meet the challenges, to undergo systemic reform in order to adapt to the new situation, and to guard against, avoid or lessen negative influence of economic globalization. The author emphasizes that national security is not merely a matter of passively guarding against foreign countries. Instead, it should be related to reform, development and stability at home. A country can be safe in this respect only by maintaining regularized open\|up to the outside and establishing a sound system from inside.
