摘要
海洋功能区划最突出的贡献，主要表现在四个方面：第一是建立起海洋功能区划的理论体系；第二是确立了一种按海洋特定区域的本质属性，即具备的功能对其实施管理的机制，这可大大提高管理工作的科学性和深刻性；第三是将科技工作的科技行为同政府工作的行政行为密切结合起来，奠定了其成果作为管理依据的地位；第四是海洋功能区划的直接作用在于为海洋开发利用、保护管理，尤其是执法监察管理提供管理依据，并具有可实施性和可操作性。海洋功能区划最显著的特点是一主导功能一区，单独划定，而不同于传统的区划和规划工作。海洋功能区划的理论体系包括：概念；海洋功能区划的范围；海洋功能区划的目的、意义；海洋功能区的分类体系；海洋功能区划的方法；划定海洋功能区的指标体系，即标准体系；海洋功能区划的原则；相关关系处理准则；海洋功能区划的组织；海洋功能区划的编制、修订、审批程序；海洋功能区划的成果要求等。
The most outstanding contribution of marine functional zoning is mainly manifested in the four aspects: First, the theoretical system of marine functional zoning has been established;Secondly, the mechanism of managing the specific marine area according to its essential attributes, i,e., its functions,has been formed; Thirdly, the scientific and technological actions in the scientific research work are closely integrated with the administrative actions in the government work;Fourthly, the direct effect of the results of marine functional zoning is to provide scientific basis for the development, protection and management of the ocean, especially the work of marine law-enforcement and supervision, and marine functional zoning is practicable and operational. The notable characteristic of marine functional zoning is that each zone has a function separately designated, which is different from the traditional zoning and the planning agrrangement. The theoretical system of marine functional zoning includes: conception; scope of marine functional zoning; purpose and significance of marine functional zoning; classified system of marine functional zones; methods of marine functional zoning; index system of delimiting marine functional zones; principles of marine functional zoning; criteria for treating correlational relations;organization of marine functional zoning; procedures of compiling, revising, examining and approving the marine functional zoning plans; and the requirements for the results of marine functional zoning; etc.
