摘要
政府决策的支撑体系是政府决策体系的重要组成部分。完整的政府决策支撑体系至少应当包括决策的科学支撑体系、决策的民主支撑体系和决策的责任支撑体系。本文结合我国政府决策的客观实际和政治体制改革的迫切要求,提出了构建政府科学决策支撑体系的基本思路和基本原则,认为政府决策的根本出发点是人民群众的全局利益和长远利益,只有始终坚持和不断完善政府决策的科学化和民主化,才能从根本上维护人民群众的利益。
The supporting systems of the decision -making by the government,the imp ortant constituent of the governmen t decision -making system,are composed of the sc ience system,democracy system and r esponsibility system at least.The t hought and principle of the government decision -making based o n science and democracy is suggested,which is regarded as the starting point of government decision -making that ensures the fundamental interests of the people.
