摘要
生态公益林建设是生态环境建设的重要内容和组成部分 ,如何对其效益进行评价 ,建立一套科学、合理、具有可操作性的评价标准和指标体系 ,便成为当前迫切需要研究和解决的问题。本文通过分析研究国内外森林效益计量研究文献 ,结合世界各国的森林可持续发展评价指标体系 ,在充分考虑生态公益林结构和功能特征的基础上 ,采用频度分析法、理论分析法、专家咨询法等 ,初步构建了我国生态公益林效益评价指标体系框架。
Construction of non-commercial forest is the important and a part of contents to construct eco-environment.How to evaluate the benefits of non-commercial forest and set up a set of evaluation index system with scientific,rational and operational characters become a question that need to study and resolve urgently.The literatures on forest benefits estimation at home and abroad were reviewed.The sustainable development evaluationg index systems were also analyzed in this paper.Based on the structures and functions of non-commercial forest,a frame of non-commercial forest benefit evaluating index system was established by using freauency analysis,theory analysis and expert consultative methods.
