摘要
自 1 935年 8月 1 4日美国参、众两院通过《社会保障法》以来 ,美国社会保障法为美国社会带来了繁荣和稳定 ,其积极面在于 :( 1 )把社会保障作为促进经济发展的动力 ;( 2 )维护了整个社会的政治稳定 ;( 3)坚持以失业保障为基础和重点 ;( 4 )强调教育培训在社会保障中的作用 ;( 5)带动了第三产业的发展。当然 ,也存在一些问题 :( 1 )社会保障使政府财政负担沉重 ;( 2 )社会保障经费管理混乱 ;( 3)家庭伦理关系淡漠 ;( 4 )
Since the Social Insurance Law of America was adopted in 1935,it has achieved a great success (1)Great advances have been made in economy (2)Social stability has been promoted (3)Unemployment insurance has been still regarded as the main problem (4)Education has been more and more important (5)The third industry is forging rapidly Some problems still exist (1)The financial burden is critical (2)The expenses are not clear (3)Family members are not on very intimate terms with each other (4)There are still some limitations
