摘要
新经济与旧经济既有差别又有联系,一方面表现出它的独特性,另一方面又表现出它对旧经济的依附性。新经济的出现,在理论方面,对传统经济学提出了一些严峻的挑战,但还没有形成对传统经济学的致命打击,传统经济学应针对新情况作必要的修正与充实;在政治方面,并不意味民族国家从此逐渐消失,发达国家鼓吹民族国家消亡论,是在借“人权大于主权”来干涉他国内政;在制度方面,应积极进行制度创新,旧有的制度不能适应新经济的发展;在思维方式方面,我们应从传统观念中解放出来,在版图与实力、自力更生与国际采购、坚持主权与丧失独立、集权与权力等诸如此类问题方面,应树立新的思维与观念。
Theneweconomyisbothdifferentfromandrelatedtotheoldeconomybyitsuniquenessanddependenceontheoldeconomy.Theadventoftheneweconomyposessomeseriouschallengesbutnotdeadlyblowstotraditionaleconomics.Itisnecessarythattraditionaleconomicsberevisedandenrichedinaccordancewiththenewsituation.Theadventoftheneweconomydoesnotmeanthatnation-statesdisappearfromnowon.Developednationspreachthetheoryofthedisappearingofnation-statesaimingatinterferingintheinternalaffairsofothercountriesontheexcusethat“humanrightscomebeforesovereignrights”.Asoldinstitutionscannotfitthedevelopmentoftheneweconomyweshouldactivelyundertakeinstitutionalinnovations.Weshouldgetridoftraditionalmentalityandformnewmentalityandideainsuchissuesasterritoryandactualstrengthdependenceonourselvesandinternationalpurchasingadheringtosovereigntyandloosingindependence.
