摘要
煤炭产业的特殊性决定了煤矿具有经济寿命。我国煤炭产业局部转型的难度大且复杂。认为中央和地方政府应承担起煤炭产业局部转型责任 ,在政策法规的制定、转型工作的组织与领导、失业矿工安置与再就业、转型资金筹措。
The special characteristics of coal mining industry decides that coal mines are of economic life. Partial transformation of coal industry in this country is of great difficulty and complexity. The article holds that the central and local governments should take up the responsibility for the partial transformation of coal industry in that they should implement practicable measures in the preparation of relevant policies and regulations, organization and leadership over coal industry transformation, re settlement and re employment for laid off coal workers, special funds preparation, guidance and cultivation of new economic sectors, etc.
