摘要
流域水资源承载能力的有限性决定其开发极限存在的客观性。提出了流域水资源承载能力综合评价方法，利用模糊综合评判模型对淮河流域水资源承载能力进行了评价研究，从而为该流域水资源合理利用提供了决策依据。
The finite quantity of the water resources carrying capacity in the basin determines the existence of the limit of its development and utilization． This paper sets up the method of comprehensive evaluation of the water resources carrying capacity in the basin． The water resources carrying capacity in the Huaihe River Basin is evaluated by means of the fuzzy comprehensive evaluation model． It provides a decision－making basis for water resources development in the basin．
