This paper holds that, as a feudal regime, the English Tudor government in the sixteenth century had its economic policies characteristic of arbitrariness, monopoly and contradiction. Not content with its own backward position, the government actively involved itself in the war on the European continent, which needed great military expenditure. The war was an important cause leading to the governments financial difficulty, but was also a great motive force for the rulers to deveIop economy and accumulate wealth.
